Governmental Procurement: Developing a Partnership with Gregory Poole

Satisfying the bid process through cooperative contract purchasing and established contracts with the state and federal governments provide an alternative method to the traditional Invitation for Bid (IFB), Request for Proposal (RFP) or Request for Quote (RFQ) that are commonly used by governmental entities. At their foundation, cooperative contracts are based on the joint powers provision found in most state procurement codes. The foundation for this provision is, “…what one can do for itself, one can also do for others…” The benefits of joining a cooperative is a competitively bid, nationally leveraged contract and membership is free.
